Strategy against illegal, unreported and unregulated fishing

The Commission presents a comprehensive strategy to combat illegal, unreported and unregulated fishing (IUU) which endangers the economy of the fisheries sector, fish stocks and the marine environment. The measures proposed would restrict access to the European Union (EU) market to those fishery products certified compliant with regulations by the flag State or by the export State in question. It also provides for surveillance of activities at sea, identification of IUU operators, improved implementation of legislation in the fisheries field and better application of sanctions in the event of infringements being committed. The initiative falls within the scope of the Community action plan to eradicate IUU fishing adopted in 2002 and follows on from actions carried out internationally (FAO, RFMO).

Estrategia contra la pesca ilegal, no declarada y no reglamentada

La Comisión presenta una estrategia global para combatir la pesca ilegal, no declarada y no reglamentada (INDNR), que supone una amenaza para la economía del sector pesquero, los recursos pesqueros y el medio ambiente marino. Las medidas propuestas tienen por objeto limitar el acceso al mercado de la Unión Europea (UE) ùnicamente a los productos de la pesca cuya conformidad con la normativa haya sido certificada por el Estado del pabellón o por el Estado de exportación de que se trate. Está previsto, asimismo, reforzar la vigilancia de las actividades que se desarrollan en el mar, identificar a los agentes económicos que desarrollan actividades de pesca INDNR, mejorar la aplicación de la normativa en el ámbito de la pesca y optimizar el sistema de imposición de sanciones en caso de infracción. Esta iniciativa se inscribe en el marco del Plan de actuación comunitario contra la pesca INDNR adoptado en 2002 y se suma a las actuaciones que se llevan cabo a nivel internacional (FAO, OROP).
